Examining Legal and Governance Implications of Just Energy Transition in Indonesia

Lembaga Pengkajian Hukum Internasional research team under Prof Arie Afriansyah was awarded research grant under INUCoST (Indonesian Netherlands Consortium on Sustainable FuTures) scheme. This research project involves researchers from Leiden-Delf-Erasmus consortium. The research project examining the law and governance of energy transition in Indonesia, with a particular focus on the concept of a Just Energy Transition.

The project responds to Indonesia’s commitments under the Paris Agreement and its Net-Zero Emission target, while critically assessing how the shift from fossil fuels to renewable energy sources affects society, especially vulnerable and marginalised communities. While initiatives such as the Just Energy Transition Partnership (JETP) have mobilised significant international financing, this research highlights the continuing absence of a strong conceptual and regulatory framework to ensure that energy transition policies are equitable, rights-based, and socially inclusive.

Adopting interdisciplinary approach, the project combines doctrinal legal analysis with qualitative empirical research, including interviews and focus group discussions with policymakers, civil society organisations, and affected communities. Conducted through a transnational collaboration between Indonesian and Dutch universities, the research also draws comparative lessons from European experiences in just energy transition law and governance. The findings are expected to contribute to academic scholarship, inform policy development, and support evidence-based regulatory reform to ensure that Indonesia’s energy transition advances not only environmental sustainability, but also social justice and good governance.
